Technological innovation and upgrading


- Mining Technology: Conduct research and development on intelligent and precise mining technologies and equipment to establish smart mines, improve coal mining efficiency and safety, reduce resource waste and environmental pollution.


- Utilizing technology: advancing clean and efficient coal-fired power generation, accelerating upgrading and renovation of coal-fired power plants; carrying out upgrading and renovation projects for coal chemical industry, promoting the demonstration and construction of modern coal chemical industry, and driving coal from a fuel to a raw material to produce high-end and high-carbon-capture products.


- Emission reduction technologies: focus on researching and developing efficient technologies for coal mine gas utilization, aiming to fully utilize all concentrations of coal mine gas; increase research and development of carbon capture technology, actively explore pilot demonstration projects of "coal-fired power generation + CCS", reduce costs, master operating principles, and enhance carbon capture capacity.


Optimization of Energy Structure


- Coupled Development: Build a new energy system, create a "pumped hydroelectricity plus" multi-energy complementary energy subsystem for abandoned mines, and achieve deep coupling between coal and new energy, such as developing distributed energy and microgrid projects to form a multi-energy complementary clean energy supply pattern.


- Energy Storage and Dispatch: Utilizing diverse types of energy storage resources, such as pumped-storage hydroelectricity and new types of energy storage, to explore the synergistic support of multiple types of energy storage for the integration and dispatch of new energy sources and the temporal and spatial balance of electricity supply. Utilizing abandoned mine energy storage, ecological restoration, and new energy to create a high-quality transformation with a new momentum.




Ecological Restoration and Carbon Sequestration


- Mine restoration: adhere to green ecological restoration of mines, focusing on the development of coal-based carbon dioxide geological carbon sequestration, carbon dioxide mineralization and sealing, and filling and sealing of mining areas, to enhance the carbon sequestration capacity of vegetation and promote soil carbon storage.


- Forest and grassland carbon sequestration: planting forests and grasslands in suitable areas such as mining areas and their surroundings to increase carbon sequestration, such as increasing forest and grassland carbon sequestration in the arid areas around coal chemical industrial clusters in the western region.



Policy Support and Guidance


- Financial support: guide financial institutions to provide reasonable credit support for clean and efficient coal utilization and other related projects, encourage the establishment of coal green transformation investment funds, and support emerging technology research and green transformation development projects.


- Capacity Replacement: Support capacity replacement policies for coal mines that adopt in-fill mining, implement intelligent transformation, and adopt green and efficient production methods.


Resource Comprehensive Utilization


- Associated resource utilization: Strengthen the coordinated development of coal and associated resources to enhance the level of resource comprehensive utilization, such as the comprehensive utilization of solid waste like coal gangue for building materials production and road construction.


Gas utilization: Improve the utilization rate of coal mine gas extraction, and use gas for power generation, heating, etc., to reduce greenhouse gas emissions.
